F51 fires when the control board reads a value from the analog water-level pressure sensor that falls outside its plausible range, so it can no longer verify fill height or confirm draining and halts the cycle for safety. The fault usually traces to the thin air hose linking the tub chamber to the sensor being split, kinked, or holding trapped water, to debris clogging the pressure chamber, or to the sensor itself failing.
